Who actually qualifies
This is a Clark Public Utilities conservation program, so it follows the meter, not the equipment brand. The whole thing turns on one question: is your home heated by electricity today?
What we do about the paperwork
The most common way a rebate dies is not eligibility — it is a form that never got filed, or got filed wrong and came back. That is our job, not yours.
- Before we start. We confirm your heating type and your Clark PUD account against the program rules. If your home does not qualify, you find out here — before you spend anything.
- On the quote. The rebate shows as a line item. You see the price with it and without it, in writing.
- After the install. We file the rebate form, the invoice and the AHRI certificate with Clark PUD. You sign the form once, at the job.
- On your invoice. You sign the rebate over to us and we take it straight off what you owe. You never front the money and never wait on a check.
What else can stack on the same job
We do not list a federal tax credit here. The 25C residential energy credit ended for systems placed in service after December 31, 2025, and Washington’s HEAR program has not published amounts for Clark County yet. If that changes we will say so, with a date on it.

Straight answers
My house has baseboard heaters in every room. What do I get?
$900 toward a ductless mini-split, single or multi-head. That is the most common job we do in Clark County. If you would rather go central and add ductwork, a variable-speed heat pump pays $500.
I have an electric furnace. Should I just replace it with another one?
A new electric furnace pays $0 and costs you the same to run. Putting a heat pump on that same ductwork pays $1,000, or $1,250 if it is a variable-speed system, and cuts what you spend on heat. That is not an upsell — it is the reason the program exists.
I already have a mini-split and want a second one.
The $900 is once per home, and it is off the table once a home has any heat pump. We will still quote the second head or the second system, just without a rebate line on it.
My main house has gas, but the shop over the garage has a wall heater.
That case often qualifies. The program looks at the space being heated, so an ADU or a bonus room on electric zonal heat can earn the $900 even when the main house runs on gas. Worth a phone call.
Do I have to use a contractor from the PUD list?
For the central heat pump rebates, yes — the installer has to be in the Clark PUD Contractor Network, and Heisenberg is. The $900 ductless rebate does not carry that requirement, though it still has to be a licensed Washington contractor.
How long until I see the money?
If you sign the rebate over to us there is no wait — it comes off your invoice on day one. If you would rather have the check yourself, Clark PUD mails it about four to six weeks after we file.
There is gas at my house, but my heat is electric. Am I out?
No. The program looks at what heats the house, nothing else. A gas water heater, a gas range, a gas fireplace, even a gas line running past your curb — none of it disqualifies you. If your space heat is an electric furnace or electric zonal, you are eligible.
Is a ducted mini-split treated as ductless or central?
Usually ductless, which is the better rebate. A multi-head system mixing ducted and ductless heads always counts as ductless. A single ducted air handler counts if the AHRI type is Mini-Split or Multi-Split. If the AHRI type says Split System, it is a central system and the $900 does not apply. We check the certificate before quoting, not after.
